Unfortunately, the reasons AT%26T / Bell Telephone picked the "1 2 3" at the top ordering versus "7 8 9" ordering which had previously been used in calculating machines are lost to antiquity.
There appear to be no definitive answers. Only plausible theories.
One plausible theory is that this order was chosen to slow down people who were very adept at using calculating machines so as to prevent overloading mechanical switches. I don't buy this one myself. I think the people promoting this theory are confusing this reason with the development of the QWERTY keyboard layout by Christopher Sholes who supposedly chose the layout to prevent type bar collisions in mechanical typewriters because of frequently used letters being too close to each other.
Another is that rotary phones had the 1 near the top and the 9 near the bottom and so mimicking this arrangement in someway made sense.
Another says that this based on actual user study and survey. This may be true too. The last two together seem the most plausible to me.
